On the morning of June 6, Zhejiang Polytechnic University of Mechanical and Electrical Engineering (ZUME) held a promotion meeting for the on-site review of the quality certification of higher education for international students. Secretary of the Party Committee, Tang Zhaowu, attended the meeting and delivered a speech.

At the meeting, Tang Zhaowu clarified three aspects: "improving awareness, clarifying responsibilities, and strengthening supervision," and put forward three requirements:

Firstly, it is necessary to improve awareness and deeply understand the strategic significance of the quality certification of education for international students in China. The quality certification is a "hard indicator" for enhancing the internationalization level of the university. As internationalization has become an important measurement of a university's comprehensive strength, the quality certification serves as the "admission threshold" and "quality ruler" for international students' education in higher education institutions. It plays a significant role in comprehensively improving the quality of international students' work in our university and promoting the international development of ZUME. Secondly, the quality certification is a "breakthrough" for serving ZUME's "Double High Plan" construction. This indicator has been included in the provincial committee's assessment indicators. The quality certification of international students aligns with ZUME's "open education" strategy and is an important window for showcasing the university's vocational education characteristics and connecting with international vocational education standards. Lastly, the quality certification is a "touchstone" for testing ZUME's governance capacity. International students' education involves the entire chain of recruiting, teaching, management, and services, requiring cross-departmental collaboration. This certification is not only a "comprehensive physical examination" of the current work effectiveness but also a "real combat drill" for the modernization of ZUME's governance system and governance capacity. We must use this certification as an opportunity to force management innovation and process optimization, promoting the in-depth development of international education.

Secondly, it is essential to clarify responsibilities and build a work mechanism with vertical and horizontal linkages and collaborative efficiency. The development of international students' education at ZUME should adhere to the overall approach of improving quality and efficiency and promoting convergence management. It is necessary to integrate the cultivation, management, and services of international students into the daily work of all departments of the university. We should refine the "vocational skills + Chinese language ability" training feature and create the "Study at ZUME" brand case.

Thirdly, supervision should be strengthened to build a closed-loop system of "deployment, implementation, feedback, and rectification." Formalism is not allowed in the certification process. We must implement the work with a "nail-driving spirit," strengthen responsibility, and meet standards. We should condense the characteristics of ZUME's work on international students and comprehensively demonstrate ZUME's achievements and work effectiveness in international education to the experts.

Tao Yu, Dean of the School of International Education at ZUME, introduced in detail to the meeting participants ZUME's work on international students, the main aspects of the on-site review of the quality certification, the schedule, inter-unit collaboration, and other related matters. He also explained the key aspects of tasks for various stages, including the on-site briefing, interviews, reviewing of documentary materials, on-site inspection, classroom observation, and certification feedback.

Departments and schools engaged in discussions on collaborative efforts regarding the quality certification of higher education for international students.
